It could be cold or balmy. Depends on the humidity and the temperature the previous week... After a week in Barrow with below 0°F temperatures and wind, it'll seem warm.
16F isn't too bad if it's a dry cold. In the Black Forest it's more humid. Even 30F feel chilly.
It does look chilly in those photos. But so pretty. Does that make it pretty chilly?
